Roger Chang, Director of the Land Development Department of Taiwan Sugar Corporation (TSC), graduated from the Department of Civil Engineering of National Central University. He has served in the land development and engineering business department of TSC since 1994. For more than 20 years, as a civil engineer, he served as the head of various types of land development business such as real-estate, commercial space, large-scale factory, and land development. He once led the Xihu Sugar Factory to successfully transform from the industrial heritage space to the Sugar Railway Culture Park. Dealing with a variety of business and diverse land types, Roger gained a lot of experience in project management and cross-domain integration abilities over the years. In recent years, due to the government’s promotion of circular economy, Roger is committed to assisting TSC to introduce the concept of circular economy into the construction industry. In recent years, he has successfully assisted the Netherlands Trade and Investment office (NTIO) to launch Taiwan’s first circular building, the – Holland Pavilion in Taichung World Flora Exposition 2018.
